Frank is the a sneaky and slimy contractor and I use that word very lightly because calling him a contractor is an insult to contractors. He came to our house when we were vulnerable and flooded from Hurricane Irene. He cursed us out on voicemail and on the phone several times. He installed out hot water heater wrong and balanced it on a piece of scrap wood so it almost fell down and killed us with carbon monoxide poisoning. He’s unprofessional rude and enraged. I don’t know how he sleeps at night or how he looks at himself in the mirror. He makes his living by feeding off people when they are weakest. He’s a vulture…

The hiring of Harbor View Restoration was the worst decision of my life.
My water damaged finished basement in Staten Island was allegedly remediated for mold by Harbor View Restoration in October 2011. They then rebuilt my once finished basement with shoddy workmanship and inferior materials and now, less than a year later, there was a return of the mold raging throughout the basement last week.
I have since learned that Harbor View used regular sheet rock rather than moisture board, an essential apparently to preventing mold from returning. Another mold remediator took down everything this weekend and said he had never seen such sloppy and potentially dangerous work. (HV spliced electrical wires to the fuse box, and used telephone clips to attach a light fixture to the ceiling – guess what? It crashed out of the ceiling and broke the plaster into pieces).
The flooring was vinyl, which I chose, but there was no sealer applied before installation, so this had spotty dabs of glue holding it down. It bubbled immediately without a «skim coat» coating underneath, and when I asked to have the floor replaced (which he agreed to) he told me he would only deduct $ 350 from the bill.
In my opinion and from my experience, Frank Hoffman, the owner, is unprofessional at every turn. When I told him I would not pay him the last payment until the repair of the floor by Home Depot and other issues were complete, he became verbally abusive. (I have two saved phone messages that has his memorable four letter curses for posterity). I paid the entire $ 23,500 to Harbor View so I did my part in this horrific experience.
Run, do not walk away from this stereotype of a bad contractor.

Worst nightmare of my life. Hired them to fix a leaking window, but they sent me a bill for supposedly redoing my whole basement, carpet, molding, and painting. They did none of that. I didn’t pay them. Then the threats came to me and my family. He harrassed us with disgusting phonecalls, rated X type. They took me to court and put a lien on my house. However because the judge saw that it was not my signature on the contract, I won the case. The judge also did not like his unprofessional manner and had a policeman in for protection the whole time. It’s sad to think that this happens and how many people he pressured to pay him who have succummbed. DO NOT HIRE HIM!!!
