Phở Vinh had the best phở in Portland. The broth was heavenly. The service was very good. The prices were reasonable. Then they were bought out and became Phở Pasteur. The phở has gone way downhill. The broth went from a wonderfully balanced concoction to one heavy on the cardamom and star anise. All of the prices have been raised. Finally, the service was terrible — it was pretty apparent the waiter was very green, and had no idea what he was doing — I had to literally get up, walk over to the table he was sitting at, and ask him to put away his phone and give me the bill and package up my leftovers, to which he came back with some containers and the check, dropped them on the table, and went back to his phone. Phở corner is down the street and gettig good reviews, as this used to be my go to phở place, I hope the reviews of Phở Corner hold up.

Delicious! I miss Tahn though, the old owner. Nothing better than going to a place and being greeted by the owner by first name. It gave the place an even more welcoming feel. They have dumped some money into changing up the look a bit and the menu as well but the quality is still the same. I would highly recommend their phở though. They do get a bit of sketchy people playing the video crack.

This place has all the good google reviews from when it was phở vinh. It’s got a remodel to look a little newer inside, new floors, but you don’t come to PHO for the décor. There are great menu items like S84 missing amongst others and the broth is not anywhere in the same league. The broth is totally overpowered by cardomom and lost its flavor. It’s too bad, this place was a gem and I won’t be coming back. This neighborhood needs some more good eats. I’ll have to try Phở An as my potential replacement.

There are so many Phở restaurants in this neighborhood, it defies logic. Phở Pasteur’s predecessor, Phở Vinh was my favorite phở place because their soup broth was very clean and refreshing: it wasn’t too salty, oily or beefy. The Phở Pasteur broth tastes different, the flavor is a little stronger which isn’t bad, but it wasn’t what I was expecting. Still the best in the ‘hood and I recommend giving this place an honest college try.

The new Phở Pasteur is pretty nice. The food is the exact same as Phở Vinh, the place here before. Their beef phở has the best broth in town– very flavorful but not overwhelming. Their vermicelli veggie bowl was good but could have used more flavor/interest. The egg rolls were perfectly crispy. The ambiance of the restaurant could be helped. The hard metal chairs, cold laminate tables and fake wood floors creates a chilly environment. It’s a good thing the phở is served hot! Also, way too many neon lights for lottery and in the windows.

Not to shabby for a local Phở place. This restaurant replaced Phở Vinh. The waitress said it’s the same menu but different owners. There were a couple of this missing like the crepes and curry phở. I can confirm my regular pork dish(22) was pretty much the same other than the actual plate itself was nicer looking! I’ve always enjoyed coming to Phở Vinh so I hope Phở Pasteur doesn’t change it. The new ambiance was nice until they added all these flashing lights at the front window, it’s like Vegas. The flashy lights are pretty distracting but I can look past them for good food!
