I would actually rate this trail a 3.5. We started on the City Hall end and parked there easy enough(it was a Saturday). The area around there is very nice and the grass was green and the water was pretty and the path was nicely paved. We started out walk and enjoyed the first mile and a half as the trail goes past a cute dog park and sports field and had nice public restrooms that were clean and had toilet paper(always a plus)! And then the trail crosses a street… and you are by the jail and juvenile detention center and there is nothing to look at except that. We walked a bit further to see if it got nice again but after it didn’t, and listening to the profanity laced yelling coming from behind the walled in yard of the juvenile detention facility(I worked teen lock down early in my career and I know the sounds of a mad teen about to go off on someone)…we turned around at this point and walked back to City Hall. So the trail was nice till it crosses the street so I would suggest starting on the City Hall side and turning around as soon as you see any fences topped with razor wire. :)
