I’ve driven on the bypass during both rush hour and non-rush hour periods. It’s part of U. S Route 20, and was built so that traffic from Rockford didn’t have to pass through downtown Elgin on the way to Chicago. I don’t really care for this highway, and here’s why: Pros: — No tolls. Any highway with no tolls is better than one which funds the corrupt Illinois Tollway Authority. — Fast — if you don’t want to exit. If you are using the highway without exiting at any of the interchanges, it is decently fast. There are no stoplights, and there are two lanes of traffic each way. Cons: — If you do want to exit, that’s where it gets tricky. The ramps are shorter than on other Interstates in Illinois, and you’ll often see traffic backed up onto the main highway during rush hour. — Traffic signals at the exits. The traffic signals give much more time for the thru traffic(at least at the Illinois Route 31 exit), so the ramps don’t get emptied very quickly. — The westbound exit(and entrance) to Illinois Route 25(Liberty Street). The exit does not go directly to Illinois Route 25; instead, it goes into a local subdivision, and you have to travel through two intersections before reaching Route 25. Traffic gets clogged in this area, and I’m sure the local residents weren’t very happy(to say the least) when this exit was built. No stoplights at either of the two intersections before Route 25 means traffic moves very slowly. — No direct connection to the Elgin-O’Hare Expressway. Instead of connecting to the expressway on the east end of the bypass, it turns into a arterial road 5.8 miles, with many stoplights along the way. There is room to make many of those stoplights into interchanges. Do it, IDOT. I feel that this expressway could have been so much better, had there been more foresight into the future. As it stands, it is a 3.5 star route if you are not exiting along the route, 2.5 stars if you are, and 1.5 stars during rush hour.
