Went there yesterday as part of a tour of the stadium and what a fantastic tranquil place right in the heart of the city. It was a football match day and the streets were heaving but this was like a tranquil oasis! They serve lovely coffee too — i’ll definitely be using this place again. On the ground floor is the Official WRU store but up the stairs is where you’ll find the bar area with plenty of seating.

Is it a bar? Is it a café? Is it a shop? No! It’s a peculiar hodgepodge of all three called The Cardiff Arms! Located in the middle of Westgate Street, it sits alone, unsure what the hell it should be doing with itself. It is run by the same people as the Millennium Stadium(hence the web address), so its had plenty of money chucked at it, but it’s still a confusing place. The ground floor is a surrogate shop for the WRU, filled with red shirts and egg shaped balls. I was going to ask about football shirts but thought better of it. Turn to your right and head up the stairs and you’ll find the café bar. Sofas are dispersed between red and black plastic chairs, at least three different Sky channels come out of the many TVs and humorous rugby slogans and sayings are daubed on the walls. No cask beers but Brains Black, SA Smooth, Magners and lagers are on tap. I imagine on match days this place is jumping but otherwise this place has a cold corporate function feel to it, not helped by its daytime only hours(open till late on match days).
