Located in front of the Luzerne County Court House where there are also war memorials to Korea and Vietnam and one to the USS Wilkes-Barre warship, this marker denotes the history of the county. It reads: «Formed September 25, 1786 from Northumberland County. Named for Chevalier de la Luzerne. Wilkes-Barre, the county seat, was settled in 1769. A center of the Yankee-Pennamite Wars(begun 1769) and 1890 Anthracite Strike, conflicts that changed America.»
