Everything that is one star is totally true, I am sure. It takes a lot of being s..t on to go this deep. Fellow s..t-upons, you have my sympathies, I know how you feel. Future applicants, beware! This one is a doozy! The owner hired PPI to rent out their property...but it was not ready. We accommodated the owner and PPI to the tune of 6 weeks lead time before move-in giving them $4500 deposit 6 weeks in advance. The owner wanted to do renovations. With 3 days to go before move-in the property was nowhere near ready and they terminated the lease, when they knew we had to vacate our home based on the agreed time-line. These are bad, bad people, period. They got humongous deposit 6 weeks, in advance, could not deliver, and terminated, knowing we had to vacate our current home. Your concerns will be treated with disdain. If you complain you are red-flagged (their term, not mine). This is the reason they terminated the lease, I was not a "good fit," because I complained about the terrible service. You will get the same treatment. This company has operated for years and year with the same old story. How are they still in business? Tell me, what kind of people do this? You will surely be treated the same way. Beware and don't say you were not warned. No matter how much you like the property, PPE will give you nothing but heartache.

Be afraid. I rented from this company for several years. When we moved out they kept our $ 2,300 deposit and attempted to charge another $ 2,400 for new carpet, cleaning fees, and yards maintenance. I nearly came unglued. Nearly $ 5,000 in maintenance fees is crazy. The place wasn’t perfect when we moved out, but by no means was it trashed. Long story short, I got a lawyer and had $ 1,900 of the fees removed from my bill. I would have gone to court for more, but didn’t have the money or time to do so. I’m betting that’s what this company is counting on — charging tenets for normal wear-​and-​tear in hopes that they won’t/can’t challenge the fees. I’ve rented from many companies and this one is by far the worst in my opinion. Be careful. Document everything when moving in and out. Better yet, rent from someone else.

Two stars is too good for this company! Wish I would have read these reviews before signing my lease, because they’re all true. Renter beware.

Awful! The entire staff needs to be fired and replaced. They do not care about their tenants. They only care about the property owners they represent. I was a regional manager for a top property management in Los Angeles.. .. so.. .. I know the difference between a solid company and a front. RUN!

If I could leave a zero star rating I would. We rented from Reliance Properties for over 5 years and we got our FULL refund back. We rented from PPI for just shy of 2 years and we ALWAYS paid our rent on time via autopay. I placed carpets over our carpets to prevent them from charging us for carpet when we moved. They charged us for the FULL cost to replace carpet that had a 5 year life span. This is ILLEGAL in the State of Oregon. In addition, they blatantly lied and made false claims in the move-​out paperwork. They even went so far as to allege that the carpet «smelled like urine» and we NEVER had an animal living there which makes their claim totally untrue. They also came snooping around trying to find something to evict us for so they could jack the rent up, but they couldn’t find anything. Fortunately, we bought a house a month later so it was enlightening to give them my 30-​day NTV. NEVER RENT FROM PPI. They have one incentive and one incentive only, which is to raise your rent, evict you, and overcharge you on your move-​out bill. No matter how good of a tenant you are, they will only view you as a widget on a conveyor belt. They know absolutely NOTHING about tenant relations. I know because I’m a property manager myself with my own rentals. And these people SUCK and I’m suing the HELL out of them.

Great company, nothing but good things to say!!! Been with them for a while so far no problems. Very friendly staff and lovely property!!!

We had an ongoing issue with our tub not draining properly for years and when they would have someone come fix it they would blame us and give us a large bill. Not even a month later it would clog up again. This happened on numerous occasions. Most of the time when taking a shower or getting in the shower their would be inches of dirty cold water in there, but we couldn’t afford to continue paying the landlord hundreds of dollars to «fix» it.
Paying two hundred dollars for a plumber to spend 20 minutes unclogging our drain each time when obviously there was a bigger problem was really frustrating. However, hundreds of dollars later we get a new landlord that actually takes care of it. They spend $ 250 and permanently fix the problem by replacing an old pipe. Had Performance Properties done this up front it would have saved us hundreds of dollars and hundreds of gross shower experiences.

Oh and there was a really short guy there that had a Napoleon complex. There was also this lady that worked there and I forget her name but she was seemed bipolar. Every other email was really rude, but the ones in between were really nice. These are my only memories of this place.

If there was a way to give this property management 0 stars, I would. Poor communication, lazy maintenance, and unprofessional sums up why you should never rent a home managed by this property management company. In 2 years, we had 4 different people assigned to help us with our home and when staff transitioned, the company did not even communicate this with us as a tenant so we would call asking for one person, be directed to voicemail, leave a message, and then never get a call back, and then repeat cycle. Maintenance jobs were temporary fixes… up until the last maintenance guy who finally somehow got the company to buy a new faucet to fix a leak. Since we moved out in May, no one has responded to our concerns about our security deposit. Based on mine and other reviews, I think this company should be flagged.
According to the Oregon State Bar Association, tenants have a right to settle the fees and charges that the landlord keeps from their security deposit or file a lawsuit. Check out your tenant rights here.

Horrible experience with these «professionals». After being told that we were first in line for tenancy consideration, and that the process takes a few days, we called back a week later to find out we were nowhere near first. We wasted a week waiting for a call from PPI that would never come, and after repeated calls we were transferred to the same voicemail every time. Evidently there is only one person in the know, and that person sends calls straight to voicemail. After about ten calls, ten different answers from whatever lackey happened to answer, and ten transfers to that same voicemail we finally learned we were never close to first in line despite being told in CLEAR language we were. 0/​10, would suggest any prospective renter to move on, especially if you are close to ending a lease and looking for another.

They charged me for the water bill when this is something that is my responsibility and in my name through the water company. I had already paid the water bill to the city (their payment was received 10 days AFTER mine) and called them on this matter. My rent is now due and they are requiring that I pay this additional amount. I have called them 4 times and left messages over the course of almost 3 weeks with NO RESPONSE!!! I ended up paying the additional amount which i’m assuming they’ll credit me instead of a refund (the water company issued them a refund)…but now I will have to take out a loan so my family can eat for the next week. I wouldn’t be so upset but I have to live paycheck to paycheck and that money would have made a huge difference. I think I’ve given them plenty of time to call me back. I like our house, but would definitely think twice before renting from them again.

Now, I am scared to death for our move out. We have been renting a home for two years now. We hope to stay another year or so. We have our rent increased each year and expect another increase this time. They seem to be ALL about the money. Twice we have had maintenance. Both jobs were shoddy. My teenager could have done a better job. We had our initial walk through. I actually recorded the entire thing. I don’t trust these companies. We are actually quite friendly with the owner and the neighbors who, I’m sure are still in contact with the owner. I keep an immaculate home. I’ve only rented one other home and we took such great care that when we left, the owner gave us a gift and told us we were the best renters he had ever had. After reading the BBB complaints and these here, I am scared to death that they will mess with us when we move. I thought the deposit was for things like unreasonable damages and say, a huge mess left behind. I see so many complaints over things like a few weeds, touch up painting and small cleaning issues. I feel that those things are to be expected. If I move out and take my pictures off the wall, am I going to be charged for the touch up? If anyone has any recent experience with this company, please send me a message. I want to be prepared for a fight. We documented all the damages at move in and we have an inspection coming up, the second since we have lived here. I plan on documenting that visit as well. Other than the large rent increases and shoddy repair work, we have been please with the fact that we can pay our rent online. We are not very demanding I suppose. On a side note, we own a home near a University that we rent out, also using a management company. A different one. They are wonderful and not just to the property owners. PPI has been managing a rental home of mine since 2008. I always thought their fees were adequate, since they were able to fill my home with a few short-​term, but good, tenants.
This most recent tenant had to be evicted. While she didn’t trash the inside of my house, she trashed the outside. My only concern was that PPI did not let me know that the tenant was not maintaining the yard. If they had, I could have tended to the blackberry bush problem before it overtook the back yard. That said, they were able to get me back the security deposit, to pay for the cleanup and missed rent.
In the past 6 years, they have been good about filling my home rather quickly, with only a missed month of rent between tenants.
Sometimes I feel they are a little finicky about how the home looks before renting — being just a rental — but I get that they want to get the most rent money for you. It also serves them well, since they get a percentage of that. And what I mean by «Being just a rental» is, I feel that most people don’t expect brand new carpets in a rental home, so long as they are clean and spot free. If renters were that fussy, they’d probably be buying their own home. However; I do get pressure from PPI to buy new carpets (after 6 – 8 years), even though the ones in my house still look pretty nice — especially after their cleaning guy got through with them. I am free to say no, and I did, but only because new carpets cost thousands of dollars and the small profit I make towards plumbing and roofing repairs. The things the law states make a home «habitable». I only wish I had money for cosmetic upgrades!
I feel that they do a great job keeping me informed about my tenants requests and tardiness on rent. They also have people contracted out to do repairs, if you need that. The painters and cleaners charge a little more than what you may find online or Craigslist, but you get what you pay for.
All in all, I am very happy with them managing my house and I really like all the gals in the office that I have dealings with. They are friendly, courteous and get back to me really fast. I would never want to manage the home on my own and appreciate them taking the stress off me, because their fees are well worth not having to deal with showing the house and background checks or — worse case scenario — evictions and court.

I moved out of my place recently and while I expected the worst, I have to admit I was somewhat surprised, hence three stars. I received majority of my refund but felt I deserved more considering I had documentation of move in condition and I left the place better than how I found it. They agreed, and issued an additional refund. I appreciate them doing this, but I do wish we didn’t have to email requesting more, it felt like they might just ding for small stuff (Yes, even lightbulbs) and hope people don’t come back arguing it. Either way, I did get my deposit back so I was pleased.
Move in was easy, I felt they were friendly, helpful, and professional. The one exception: Their «Accountant». This woman is the absolute worst to talk to. Sadly, I had to speak with her a couple of times regarding fees and money being withdrawn after my 30 day notice was given. She treated me like I was bothering her, continually interrupted me while I was asking questions, and was just overall horrible to talk to. Based on my sour impression of her, it started to skew how I felt about the company and I almost left a scathing review on here. My suggestion to the owners is to get that woman some Customer Service training, she may be good with numbers but she’s terrible with people.
Overall, I think had it not been for the Accountant I could have given them 4 ½ stars. Also, I do suggest reading some of the «Not Recommended» reviews on Unilocal.I think I got lucky with my place but there are some well written reviews where people have had major issues. Do your homework on the rental company and the property you’re looking at.

We rented an apartment on 28^th and Washington in SE Portland (please, don’t live there) through PPI for nearly 3 years.
Management are good people. They don’t hesitate to send out maintenance, who are also good people. The people who actually own the properties, at least in our case, are the worst. Our walls molded if I set *anything* within 6 inches of the wall. Our bathroom molded no matter what. I asked for our compost bin (awesome) to be fixed and they boarded it over. It was a 50’s place that was really on the fence for unlivable, which we didn’t realize until the fresh paint wore off. General maintenance is fine, but this place needs to be reinsulated… which I’m assuming the owners won’t pay for. Too bad for PPI that they don’t have standards.
They raised our rent nearly 200 dollars in 3 years with no improvements, and it’s listed higher now. They took almost out entire 1200 $ security deposit and I’m just too disappointed in myself for staying there so long to fight it.
There are enough places in Portland that it’s worth renting from people who care about your health.

I just turned in my keys after living in one of their properties for the last 18 months. This is a very sad day for me. I love living there (downtown Portland) and this company made it so easy and simple. They were very easy to work with and once when my rent ended up not processing and coming in late… They were nice enough to not charge me the late fee because I had always been on time before. Always so friendly on the phone and in person. I would absolutely live in one of their properties again. The only small complaint I have is that no one told me that I would be living in a parking zone and to get a parking pass before moving in. They should tell you this when you are signing your lease :-) but no big thing… Just had to pay a few parking tickets :-/

We rented a house from PPI for 15 months and didn’t experience any problems. Staff was helpful through the move-​in process, and repairs were usually made in a timely fashion. Move– out was painless, and we were refunded our entire deposit.
The only real negative was driving from North Portland to their office in West Linn, I would suggest conducting business outside of the office and closer to the homes they have for rent.
I don’t usually leave reviews but because of the bad reviews on here I wanted to share our (good) experience.

Kelly (a receptionist of Performance background-​check) called yesterday and left me a message about a landlord I had in 2010 in Hillsboro, she wanted to get that address and another old address from 2011 with Capital Property Mgmt.
Casey (another Performance background-​check receptionist) called today and left a call back number to respond to Tony (another Performance background-​check receptionist). The call back number didn’t work when I called it and was in fact a fax number. Also, I couldn’t talk to Tony because he/​she apparently wasn’t in the office today. When I called in to an official number today, it was one I looked up online not the one they requested me to call, then I entered the last 4 digits of the phone number they gave me yesterday as an Ext. code because I figured they were mistaken and they switched the last four digits of the phone number with the extension code. Had I not tried that extension code (which worked), I wouldn’t of been able to reach anyone, since they have no message service.
I assume the person I talked to the first time today was Kelly. I told her I was calling about an application. She said, «Ok, and what’s the name on the application you are calling for?» I say, [My Name]. She says, «Ok, and who are you»? … I say, «I’m [My Name]». She’s says, «Oh, ok». Then asks me about two DIFFERENT addresses in question on my credit report. One on Barnes Road and another on Couch St. I let her know the Barnes Rd. address was just a buddy, who’s address I used in 2009 before I moved to NY and the Couch St. address was a home music studio that I received mail at in 2012. She said, «Ok, that’s great, that’s all the info we need». I say, «In the message you guys left me yesterday, you asked me about a Hillsboro address and an address with Capital Property Mgmt. The Hillsboro address was a home owner that I lived with, you can call him directly to get the address because you have his cell number on my application and you are calling him anyway. I can give you the address from when I lived at Capital Property Mgmt, I just had to look it up». After I gave her the address she said, «Ok, thanks» and immediately hung up.
I called Performance back and told ANOTHER receptionist what was going on and she said rudely, «oh, well you didn’t talk to me» and transferred me to Casey who was frazzled and not understanding what Tony needed (who wasn’t in the office).
After confirming the address they needed I casually told Casey, that Kelly is giving out a call back number that is incorrect and that if they are juggling clients they should be more organized since we were all very confused. She responded, «(503) 695‑9000, yea, that’s our number».
I was given no apologies for inconveniencing my entire morning, no reassurance that the information I gave was being processed or even processed correctly. I am even nervous they are doing multiple credit checks since they all seem to be on completely different pages. The last thing I was left with was just a blank, frazzled and confused «Uh, ok, thanks, bye» from Casey.
The property looks great but they need to hire a new background-​check team. I was nice to all the receptionists because it sounded like they are all over worked and under-​trained.

Performance Properties was a pleasure to work with. From the very beginning of the rental process and throughout the duration of our lease, our questions and issues were always dealt with in a very friendly, professional, timely manner.
We would most definitely use Performance Properties in the future should the need arise.

I will not rent from this company… the most unprofessional sales people. My gf and I asked to view a property and they set up a viewing not only with us but 4 other groups. They should have told us that it was going to be a bidding war for the place! I was shocked and so was everyone there. It’s just rude to show it that way without letting your customers know what they are walking into! The lady was rude about it… didn’t even acknowledge us or introduced herself to us. It felt like she was doing all of us a favor for showing up… bad bad bad experience! That just shows me that is how life would be renting from them!

I wish I could give negative stars! AVOID! AVOID! AVOID!
My wife and I and our newborn traveled from Nevada to Hillsboro Oregon to see two properties of Performance Properties Inc. I spoke to John about BOTH properties and set up appointments for a saturday a week and a half away.
We waited at the first property for 45 mins and called him every 5 mins for the last 25 until he finally answered. John told me that we had never made an appointment and that the house was all ready rented! All ready rented?! This house is why I drove to Oregon in the first place. They could have called! He said he was in route to the second house that we set up an appointment for and would only be there for 15min to show us the house.
We all got back in the car and drove across town as fast as we could… we were late for the second showing because we waited so long to hear from him at the first house.
When we got there… no John! We he finally showed up he had no information of the house other then what the website listed because, «it was not HIS property»
Do not waste your time with this company as a renter or as an owner!

We had some issues with this company when we first moved up to Oregon. We were given an acceptance letter and we paid all fees for a home in Beaverton when PPI told us that we needed to provide additional info or we would not be able to move in… this was after we had already paid for a rental truck and packed everything up. After threatening a lawsuit based on their acceptance letter, they allowed us to move in. Our rental agreement listed all appliances, including a microwave… however the home did not have a microwave and our PPI manager said that was a mistake in the contract, so we needed to buy our own microwave.
Other than that, I can’t complain much… they are quick to respond and fix any home-​related issues we have had since we moved in.
