The service and food at Saigon Bay is superb. The staff was attentive the entire meal and I was blown away by one young lady in particular, I don’t know if she was the owner’s daughter but she was in her teens. She was especially helpful and poured myself and my husband’s leftovers into containers, she even showed me how to grab scoops of noodles using chopsticks! This is hands down my favorite phở restaurant in Sacramento and I’ve tried them all lol!

I have been coming here for years and it definitely is my go to spot for phở. I live in the North Sacramento area and I’ve yet to find a phở spot as good as this one. Hoa Viet on Madison gets my business when I dont want to drive all the way to the south area. I’ve come here with a large group of 12 and they had the space and staff to accomodate us. I usually only come here for their phở, but I’ve had the Mongolian beef once. The meat was soft and the veggies were nice and crisp. Portions are also really good. The extra large phở is too big for most people. The only complaint I have would be that the bathroom needs a overhaul. But as far as food and service, five stars.

Got the phở tai(rare beef) and the broth had some good flavor. Definitely not the best phở place I’ve had in all of California but it could be one of the better ones in the Sacramento region(I’ll have to try some of the other places here before I really know). A medium bowl will definitely fill a person up, really can’t see how people can do the extra large bowls but I guess if you are on an empty stomach it’s doable. Prices are pretty good and although the service is not out of the world, it’s on par with other Vietnamese places. Right now a solid 3 stars but may be higher once I get to try my other usual dish(bun thit nuong, grilled pork with vermicelli noodles).

This place is pretty good and is open late compared to most restaurants. The location is in a sketchy area and the parking lot sucks. The food here is good and I haven’t had any problems. I always order phở and a shake. Very good quality food for the price you pay!

Best phở I’ve ate beside the homemade version. Broth is flavorful and bomb diggidy. Recommend this to anyone who wants some good phở. Go here every paycheck I get with my kid they love the chow mein and Thai tea here.

Service is a little lacking, but food is good. Lady taking order speaks no English and I speak no Vietnamese. I prefer more vegetables in my Phở, but good broth and a lot of beef. Bathrooms were filthy which made me a little nervous.

Considering what it is this place is amazing. Super clean, large portion, reasonable price. They don’t skimp you on protein and they have really good flavor. The service is nice and polite, but Employees English isn’t that good, but I come here for the food. All in all its a super solid choice for your«phở fix».

We came here in a big party of all out of town people from San Jose and Orange county because we had a family wedding the night before. This place was recommended by a local person. The restaurant is spacious and service is pretty quick. I had bun thit nuong which was not bad but nothing special either, pretty much the same as other places. My husband had bun bo hue and it failed. I tried a few spoons from his bowl. It is below average. The broth is too bland. Definitely No! Phở– many of us ordered this. I did not try but heard mixed reviews from them. My parents who are from San Jose thought it was under average. My other cousins from the OC thought it was better than what they have had in OC. Broken rice– my cousin ordered this. It didn’t look very appealing to me but my cousin said it was okay. For people from out of town like us, we were impressed with the bowl sizes here. They are huge and prices are great.

My go to place for a Vietnamese family style kind of dinner. I usually order their family style option? I do don’t remember what the option was but it’s the one with the tomato and shrimp soup, green beans with beef, charbroiled pork, and clay pot. I would also order salt and pepper shrimp or pork chops. The tomato soup with shrimp(canh chua) is my absolute fave! The soup is flavorful and addicting. It’s not too bland nor too salty. The green beans with beef is also good because the green beans taste fresh and it’s also crispy! I recommend a family kinda din din here ! Expensive and delicious :)

Yes! After going vegan, I struggled to find a good vegan replacement for phở(Loving Hut in Elk Grove is great, but it’s so far away from us). My husband and I came here on a whim one night because it was just about the only thing open, and it was great! We go pretty frequently now. I get the vegetable noodle soup with vegetarian broth. So perfect, especially now that it’s starting to get cold out. The staff are really friendly as well. We’ve come at some busy and inconvenient times, and we’re always taken care of. Definitely a staple restaurant for us now.

I’ve been coming here for years and it’s probably the most consistent phở spot for me. I really like this place because I know the quality that I’m going to get when I come here. The customer service is good and I love how it’s open a little later. Recently, I switched it up and I only order the beef stew instead of the phở. My reason for doing so is that you definitely get way more meat than the phở. The broth is also thicker and stronger in taste. It may not be like that amazing Vietnamese mom or grandma’s version of beef stew that you would have to wait forever for an invitation to go have some, but it’s pretty good. I usually get the medium size bowl and it leaves me feeling satisfied. This is coming from me, which I’ve once finished two XL bowls of phở in one sitting.

Sacramento Unilocal you confuse me, so unreliable, it’s pretty much opposite SF Unilocal :( Would have passed on this place based on the reviews, but after getting Mexican in Sac that was 400 reviews deep and 4 stars+ that was literally not fit for human consumption I’ve decided that Sac Unilocal is not to be trusted for the most part. I tried it based on a friends recommendation, who is Vietnamese, and a foodie, so I knew it would be good, and it is. Delicious. Even pre lunch it was full of people that obviously go there frequently, a good sign for a good reason. It’s a solid 4 star place for anywhere, extra star for being in Sacramento, and would give it another extra star to try and offset the reviews to start trying to clean up and make Unilocal Sac a more reliable source if I could. I’ve been coming here since I was a little girl! I remember when it used to be a super dingy little hole in the wall restaurant. Now, it’s still a hole in the wall restaurant, but now the restaurant matches the food. After the renovation, this restaurant looks super modern. They even have a wine display case in their extended room. The food here is very consistent. The phở is super affordable at $ 6.50 for a small. I usually order rice plates. The beef with broccoli is SUPER delicious; and I also recommend the pork chop over rice. The strawberry shakes here are also very yummy! The only bad thing I have to say about this place is the extremely inconsistent customer service. The older women are kind of grouchy, to be blunt. But some of the younger gentlemen are really nice and approachable. Overall, it is one of the best Vietnamese restaurants in Sacramento that I highly recommend.

I’ve been here since I was little then moved on to phở xe lua across the street because their food tastes amazing. And let me tell you, the food is amazing but the service at phở xe lua has changed. All of the nice employees are gone and their service is going downhill. Any who, I decided to move on to try saigon since its been a while. Gave it three tries and I have not been disappointed at all. Although the service from the older employees should change but the young ones made a smile on my face. My complicated order was not wrong and everything went perfect. Some people say they don’t like it here but I do lol. Remember my face, I’ll be here often.

This is another yummy place for the sweet and sour catfish soup and the claypot catfish! I don’t come here as often, but if I’m ever craving these dishes I come here to get some! It’s sooo yummy! The other food here is good too. But service is kind of lacking as it takes them a while to come take your order. Also, parking is kind of small, so you may have to park a little further.

I used to come here when I was a kid and boy I loved it! I went hiking in Mill Valley, CA with a group of 19 and all we wanted was phở, so considering this used to be our spot, we all decided to meet here before heading home. They have expanded the seating area, from what I remember. There is an additional room to the left of the bathrooms now. We arrived at 9PM, thirsty, hungry, and tired. The restaurant was jam packed and we were pretty lucky to have tables accommodating all 19 of us. Everyone ordered some type of phở and I had a small #1 dac biet phở, which comes with everything – meatball, flank steak, tripe, tendon, you name it. I’m not one to get the dac biet, but I got it anyway because I felt like my body could use some collagen. Our phos didn’t arrive for a good 20 minutes, but we weren’t upset. The waiters made sure we all had water and refilled often. What was pretty upsetting, on the other hand, was the consistency of the noodles. Everyone had a bowl of hard noodles, but we were starving so we didn’t bother sending the noodles back. In fact, only one person sent her noodles back and it’s because she had an XL bowl. The waiter was really nice about it and they brought back a new bowl in 5 minutes. She was much more happy about the second bowl. I’ve had better phở and I think if it weren’t for that 5 hour hike and 1.5 hour drive, I would have sent my noodles back. But heck, we were tired, it was Sunday, and I really just wanted to go home. Perhaps it was a bad day? Perhaps they were just really busy and rushed the noodles? If that’s the case, they might just be understaffed in the kitchen. Unfortunately, the broth wasn’t that memorable. The conditions of the bathrooms were not that impressive either. It was dark, eerie, and the doors were sticky. I might(emphasize on the might) give Saigon another chance if someone convinces me, but next time, I’ll play it safe and stick to Phở Train across the street!

This is the place to go to satisfy your late night vietnamese/phở cravings. It is a big spacious restaurant so it’s perfect for late group munchies too. #29 bun thit nuong(vermicelli with egg roll, bbq shrimp and pork) I love how they have so many vegetables, crushed peanuts, and meat with the vermicelli. Compared to over place that overloads on their noodles, this place isn’t skimpy on their pork with a perfect noodle ratio. Also their bbq wasn’t salty either. I would come back again to try the other items, especially the phở which my friend approved of too. P. S. The wait time for the food was short too so I didn’t have to wait long :)

As a Duchess, I felt compelled to say a little something about this tasty establishment. One of my favorite things in this world is phở and luckily Sacramento has a plethora of phở restaurants! After sampling quite a few places, I took to Saigon Restaurant for its tasty food, fast service, and affordable prices. My favorites include the egg rolls appetizer, vermicelli with grilled pork and egg roll, #1 phở, and their bun bo hue. The egg rolls are always delightfully crisp and can fulfill any deep fried cravings. The phở broth is savory and delectable without even adding any hoisin sauce or sriracha — just some basil/bean sprouts/jalapeño and a squeeze of lemon! The bun bo hue is perfectly flavored and is so comforting in the winter. My fattie pattie who usually accompanies me to this Vietnamese paradise also loves the claypot catfish that is hearty and saucy(order it with a side of rice). The strawberry shake with boba is super indulgent but a delicious treat if you can afford the calories(or even if you can’t, like me!). The service is pretty hit or miss, but I don’t come here for that. You can flag down the staff to ask for whatever you need and they will get it for you eventually. My only bellyaches(literal and figurative!) are 1. the overall cleanliness of the place and 2. they do not serve bun rieu! I guess you can’t win them all… Just a few notes note, the XL phở means business! Neither my sweetie pai nor I have ever met our matches at any other phở joint that advertises«XL» but this one is really one for the books! Pay at the counter and remember your table number. They also take card which is real handy. I’ll keep coming back again and again for my phở and vermicelli fixes.
