Since they moved our lab over to Elkton, we’ve gotten Happy Garden for takeout often. The food is average American-Chinese. The general/sesame chicken isn’t very spicy and too saucy. My favorite is beef with string beans, which is a little lighter and spicier.
Their lunch specials are where it’s at — you get a lot and don’t pay much. Sometimes I’ve gone for dinner takeout but it’s more expensive.
The inside is pretty low budget, but it’s harmless really.
I haven’t had problem with using credit card, but they definitely prefer cash.

No bathroom, crowdeded and dirty. Worst the worst, they charge additional fee if you pay by credit card.
