One word — Unprofessional. I sent an email asking how much will it cost to notarize each document, but never received a response once I told him that I needed to notarize docs related to passport renewal. Notarizing 5 documents might not be as lucrative as notarizing real estate papers and that is understandable — and saying NO is perfectly fine too. I find it highly unprofessional for a business to not reply to genuine customer inquiries.
