Fullerton City Hall

Expect long delays from the planning department, no answers to basic questions such as how long is the wait likely to be?; and abrupt counter clerks. The planning department makes the experience miserable.

The ladies on the first floor in parking permits are terrible human beings.
I went in because I just found out parking over night in Fullerton is illegal. I showed them the ticket and asked if I need a permit to park over night. They told me no permits, just don’t park in Fullerton. «Where do I go?» «We don’t care, you just can’t park here.» (They refused to even tell me what the right department to go to was)
As they were turning their backs, done with me, I asked again «What am I supposed to do with my car?» That’s when they told me some people have checked with churches and supermarkets to see if it’s ok to park there. Double checking, I asked them «so, if it’s ok with them, only churches and supermarkets are allowable then?» They got angry again. I asked «well, is there a map that shows where it’s ok to park?» «Don’t you think we’d have it up if here was one?» «I’m just trying to find out where I’m allowed to park» «If you have a problem with it, go to the police, they’re the ones that write the tickets!»
The police department next door was super helpful. I asked them where am I allowed to park, them told me to see the traffic division and gave me directions. When I asked them, they did have a list of of places to park and told me that white signs indicate permissible areas. They even let me take some pictures to have a copy.
I went back to tell the parking permit people so they could tell others that came in with the same question. They were again rude and dismissive because it wasn’t their department. This was the only time they said it wasn’t their department, why they couldn’t have told me that in the begin is puzzling.

Fullerton City Hall is located on the corner of Commonweath and Highland (a less than 10 minute walk over to Bootlegger’s.), close to Downtown Fullerton, and right next to Greenhouse Café and the Fullerton library. Parking seems easy and okay — there is angled parking lines outside on Highland as well as an ample parking lot inside and in front of the library.
All in all, it is a decent building with ample space. They have a nice front yard complete with fountains and green lush grass.
I went in specifically to renew my business’ license and didn’t pay that much attention to what else was offered besides my intentions. The first floor was where I submitted my paperwork and payment to the Business License/​Registration area. It is on the left side right by the main entrance. The City Clerk is also in the same room.
I was told to go upstairs to the 2^nd floor to finish up my paperwork on Zoning/​Permits where I waited a short while (about 10 minutes) in a very busy waiting room. Other patrons were complete with zoning plans, maps, and other necessary papers, whereas my business is already in a commercial plaza and doesn’t require new construction plans. I was able to get the necessary two signatures easily and spent the majority of my time here back downstairs on the 1^st floor as they processed my application.
The ladies on the 1^st floor didn’t seem particularly busy so I appreciated that when one of them took my application, started working on it right away. I was in and out within an hour.
I definitely recommend that you write very clearly on your business application and double-​check the temporary business permit that they give to you. She stated that it would take about 15 business days to receive the legit version. I enjoyed the friendly service I received and have no complaints thus. Unlike Santa Ana, where I filed for my business for Orange County’s business registry, Fullerton was relatively quiet, empty, quick, and parking was much better!
