Ohio Window Cleaning

This place is a little ridiculous. I called and requested a quote, they called me back and gave me the quote, and said someone would call me back to set up. No one ever did so I called in and the lady said someone would call me back in up to 24 hours. About 48 hours later, the same guy called us back and said sorry and when would we like him to come out, we set something up and he was scheduled to come. When he arrived on the scheduled day, he told us that his «Boss» said he needs to charge double since its new construction. I told him, I didn’t get that cash out as I was told completely different the other day. I was told 15 for outside 20 for inside and outside. So they wanted me to pay $ 40 for windows that I just cleaned myself about 4 times the a few days before.
I ended up calling him back since I could not find another window cleaner to come back. I just got the outside done for $ 30, I called two days later to see about getting the inside done and which price I would be paying and the lady said the «Area Manager» would call me back. Obviously that never happen. So we open and two days and our windows are dirty I just feel like its kind of rude and is it because I am a smaller company and/​or store? I know they are all in malls and do a good job and are cheap as i use to manage a few stores in malls. Anyway I am hoping they make this right because as of right now I am feeling like it was a scam, who raises prices once they arrive to do the job?
